Monotheism & Legal Reforms

...

Whoever desires honor [through power] - then to Allāh belongs all honor. To Him ascends good speech, and righteous work raises it. But they who plot evil deeds will have a severe punishment, and the plotting of those - it will perish.

[Al-Quran 35:10, Translation: Saheeh International]

Surah Fatir is the thirty-fifth surah in The Quran. The tenth ayat, quoted above, contains an interesting sentence:

... To Him ascends good speech, and righteous work raises it. ...

[Al-Quran 35:10, Translation: Saheeh International]

Muslims generally know that the kalma tayyabba is the statement that:

There is no deity but Allah (God), Muhammad is the messenger of Allah (God).

As understood in other posts, Amal-e-Saleh are major, public acts of reform, undertaken to establish Allah's Deen as the Law of the Land.

Surah Fatir, ayat 10 begins with a reference to a power-seeking, that is an effort to seek political ascendancy, and clarifies that power belongs to Allah.

It then states that the monotheist good word (الۡـكَلِمُ الطَّيِّبُ) the slogan that there is no god but Allah سُبْحَانَهُ وَتَعَالَى , and Muhammad is His Messenger, يَصۡعَدُ* to Him, and public reforms (الۡعَمَلُ الصَّالِحُ) raise it.

When Allah سُبْحَانَهُ وَتَعَالَى 's Deen is established in the land, as was done by Prophet-King Khalifa David (Daud عليه السلام), and his inheritor Solomon (Sulaiman عليه السلام), and Prophet Muhammad  , and the caliphs رَّضِيَ اللَّهُ عَنْهُمْ after him, the banner of monotheism was raised.
